Honestly I feel like there are several ways to find the best shade of foundation for your skin tone. One way that I find works is to test it out on your skin. The overall tone of your body complexion that is visible to the outside is important. The chest area for many people tends to be lighter than the rest of their body, so I wouldn't recommend starting there, when testing foundation. If your face matches the overall tone of your body then I would start there. Don't put too much, just a little and see how it blends and looks, then apply more if needed. Obviously some companies do not tailor for your exact shade so you may have to mix and match until it is just right. It takes time, but for me once I found one that I liked, I stuck to it for the longterm.
